As a young architectural graduate, he went to Tanzania for a short holiday in the late 1960s. He would remain in Africa for the rest of his life, captivated by a continent with on the one hand its enormous problems of poverty and inequality and on the other &#8211; inextricably linked to this &#8211; gigantic potential and virtually limitless space to work on those problems. Jan started his career at UNESCO in Khartoum and continued as a UNESCO advisor in Cameroon, Rwanda and almost all African member states south of the Sahara. In 1993, he founded the Kemperstichting to implement educational projects in the Sahel, which from 2003 would focus on helping deaf children in Senegal.<\/p>\n<p><strong>Strategy<\/strong><\/p>\n<p>The realization of activities and their administration are carried out as far as possible by an association in Senegal &#8220;AMCRE&#8221; that receives a reasonable compensation for it. As a result, these are the only overhead costs that are financed by the KS itself. This also means that executive and guiding capacity is being strengthened in Senegal.<\/p>\n<p><strong>Procedure<\/strong><\/p>\n<p>The following procedure is followed when processing applications from interested parties at the grassroots level :<\/p>\n<ul>\n<li aria-level=\"1\">Applications in the context of the Kemper Foundation programs are assessed by AMCRE according to criteria drawn up in consultation with the Kemper Foundation board<\/li>\n<li aria-level=\"1\">Every year, AMCRE submits these applications to the Kemper Foundation and the board decides which of them can receive a donation<\/li>\n<li aria-level=\"1\">Applicants who receive a donation enter into a contract with AMCRE, which supervises the implementation<\/li>\n<li aria-level=\"1\">The Kemper Foundation will receive confirmation of receipt of the donation via AMCRE<\/li>\n<\/ul>\n<p><strong>The governing board of the Kemper Foundation<\/strong><\/p>\n<p>The board of the Kemper Foundation has 8 members, including representatives in Belgium, France and Senegal, in addition to the Netherlands. As far as possible, the board members speak French and have lived and worked in Africa.
